Office of Hawaiian Affairs, Honolulu, will accept proposals through Oct. 9 in its search for a new consultant. The $400 million perpetual trust fund is conducting the search to "be sure we have the best, said Clayton Hee, chairman. Incumbent Morgan Stanley Dean Witter is expected to rebid, Mr. Hee said. A decision is expected later this fall; MSDWs contract, which expires Oct. 15, may be extended.
