St. Paul (Minn.) Teachers Retirement Fund hired Barrow Hanley to manage a $50 million active domestic large-cap value equity portfolio. The $880 million plan made the move to meet a previously set target, said Eugene Waschbusch, secretary and treasurer. Partial funding will come from a $30 million reduction of Barclays Globals passive S&P 500 index fund, leaving it with $210 million. The remaining $20 million will come from cash.
