Connecticut Gov. John G. Rowland signed a treasury reform bill that bans finder’s fees and implements stronger oversight of the treasurer’s investment practices.
State Treasurer Denise L. Nappier designed the new law. Her predecessor, Paul Silvester, pleaded guilty to federal charges stemming from a multimillion-dollar racketeering and kickback conspiracy.
