City of Detroit Police and Firemen’s Retirement System hired RhumbLine to manage a $200 million Russell 1000 index fund, replacing Loomis Sayles, which the $4 billion plan terminated because of poor performance, said Walter Stampor, assistant administrative supervisor. Loomis officials did not respond by press time.
