Chiles privatized pension system has seen an 11.3% annual average rate of return over its first 18 years, according to a report by the Cato Institute. Currently, eight pension fund managers run $34 billion in pension assets, the report said. Each manager has close to 80% of its assets in Chilean government and corporate bonds. Ninety-five percent of Chiles workers participate in the plan.
