Rep. Earl Pomeroy, D-N.D., is planning to introduce legislation this summer that would require companies to give their employees information about their benefits when they switch from traditional defined benefit pension plans to cash balance plans. Under the proposal, employers would have to give workers series of examples to show how different sets of hypothetical employees would fare under the new plans, he said. This would pressure companies to protect workers at risk of losing benefits, for instance by giving them the choice of staying in the old plan, he said. The proposal gives people the information they need without (placing) an administrative burden on employers, he said. Mr. Pomeroy said he hopes to introduce the legislation by early July.
