In the results of the PIPER survey published in the Dec. 14 issue, the Northern Trust Quantitative Large-Cap Growth fund was identified as the top performer among commingled growth equity funds over the past year. The same fund had the third-highest return over the past five years.
As the former managers of this and other funds at NTQA and ANB Investment Management & Trust Co., NTQA's predecessor, we would like to point out the entire senior active equity team responsible for this fund left NTQA on Feb. 25, 1998. We are now providing institutional investment management services as OakBrook Investments LLC.

Social Security proposals
Let the debate begin.
Concerning the federal budget, any surplus in the general fund will come about as a result of a progressive tax structure.
The tax structure in Social Security is flat with a match by the employer.
The benefit structure in Social Security is related to taxes paid.
Under all of the proposals, Social Security becomes a partial transfer system from the successful, at marginal rates, to the retired.
This issue should be the subject of debate before any "plan" gets adopted by Congress and the president.
I, for one, am opposed.
