San Bernardino County (Calif.) Employees Retirement Association will issue an RFP in April for a global fixed-income manager to run up to 5% of the funds total assets, said Tim Barrett, CFO for the $3.2 billion fund. The search was prompted by performance issues raised by the board regarding incumbent Scudder Kemper, he said. Scudder, which manages $220 million of the fund, will be allowed to rebid. Separately, the fund narrowed a search for a small-cap value U.S. equity manager to run $90 million to four finalists, after terminating Boston Co. Asset Management for performance reasons, Mr. Barrett said. Finalists are: Brandywine; TCW; Ariel Capital; and NFJ Investment Group. A final decision is expected later this month.
