STATE HIRES LEE AS NEW PORTFOLIO MANAGER

    David Lee joined the $9 billion New Mexico Investment Council, Santa Fe, as equity portfolio manager.

    John Young, deputy state investment officer, would not say whom Mr. Lee replaces. Mr. Lee had been an equity investment analyst at the $21 billion Pennsylvania State Employes' Retirement System, Harrisburg.

    Richard F. Halverson was appointed deputy comptroller for pensions for the city of New York, replacing Jon Lukomnik who is leaving at the end of April to join CDC Investment Management, New York. Mr. Halverson will represent New York City Comptroller Alan Hevesi on New York City's five public pension boards.

    He formerly was deputy comptroller for finance. He is being replaced by Jonathan D. White.

    Marc Katz, former director-pension investments and benefits finance at General Signal Corp., Stamford, Conn., joined TCW Group, Los Angeles.

    He will be responsible for marketing and client development of TCW's 401(k) Guided Choice participant investment advisory service among large plan sponsors. Mr. Katz left General Signal in February as part of a restructuring in which the company outsourced its pension assets.

    Len Brennan was named head of international operations of Frank Russell Co., Tacoma, Wash., succeeding P. Craig Ueland, who last month was named chief financial officer of the money management and consulting firm.

    Mr. Brennan, a managing director, will continue to be based in London.

    Walter Dec joined Forstmann-Leff International, New York, as managing director and co-head of the firm's Private Asset Management Group, said Donald Phillips, chief executive. Mr. Dec will share his duties with John F. Podjasek. The Private Asset Management Group oversees Forstmann-Leff's private equity and alternative investment activities.

    Mr. Dec formerly was with Evercore Partners, a merchant and investment banking firm of which he was a co-founder. He previously was vice president of private markets investments with General Motors Investment Management Co.

    Evercore officials were unavailable for comment.

    John Tobey was named chief investment officer at ICMA Retirement Corp. Washington. Mr. Tobey, previously the president of Investment Directions, publisher of the Closed-End Fund Investor newsletter, replaces Cynthia Hargadon, who left ICMA for the Stable Value Association in 1996. ICMA also named Paul Gallagher as general counsel, a new position. Mr. Gallagher previously was assistant general counsel at Vanguard Group Inc., Malvern, Pa.

    Robert F. Clark was named senior vice president, defined benefit services and David C. Scheinerman was appointed senior vice president and chief financial officer of CIGNA Retirement & Investment, Hartford, Conn.

    Mr. Clark replaces Joseph O'Rourke, who is now vice president, operations technology for the company. Mr. Clark had been vice president, defined contribution plans. Mr. Scheinerman replaces David Gerges, who was promoted to senior vice president and treasurer of CIGNA Corp. Mr. Scheinerman was senior vice president and chief financial officer of CIGNA Individual Insurance.

    Sean Casey, former vice president and co-head of global fixed income at Merrill Lynch Asset Management, Plainsboro, N.J., joined Bradford & Marzec Inc. Los Angeles, where he will head up international fixed income with Patrice Milton, who was hired in February. The new team replaces Graham Allen, who left the firm in February to join Wells Fargo Bank, San Francisco.

    Merrill Lynch officials did not return phone calls about Mr. Casey's replacement.

    Sharon K. Kilmer will join PIMCO Advisors LP, Newport Beach, Calif., in early May as executive vice president and generalist portfolio manager, a new position.

    She currently is director of fixed-income portfolio management at Transamerica Investment Services, Los Angeles, where she manages $14 billion in bond assets and oversees nine other portfolio managers.

    Transamerica officials did not return calls regarding her replacement.

    Erich Stock has joined State Street Global Advisors, Boston, to head up the manager's joint venture with Italian insurer Mediolanum, as well as support SSgA's other European activities. He previously was vice president of investment banking at Smith Barney Europe.

    Steven C. Case has joined Putnam Investments, Boston, as senior vice president and team leader of the recently created Putnam Investment Advisory Team. Mr. Case has been with RogersCasey, Darien, Conn., as managing director, sponsor consulting services where he has not yet been replaced. The Putnam Institutional Advisory Team was created this year to provide strategic investment services to some of Putnam's large institutional plan sponsors and consultants.

    Melody Prenner Sarnell joined the value equity group of Neuberger & Berman, New York, as a portfolio manager. This new position brings the total number of portfolio managers in value equity to six. Most recently, Ms. Sarnell was a portfolio manager at John A. Levin & Co., New York.

    James Wenzler joined Alpha Investment Consulting LLC, Milwaukee, as consultant and director of research, a new position. He will be in charge of research on financial markets and the monitoring of investment managers used by clients.

    Mr. Wenzler was with A.O. Smith Corp., Milwaukee, where his responsibilities were the analysis, review and reporting on the company's $600 million defined benefit plan and $150 million profit-sharing plan. His duties were assumed internally.

    Jeff Applebaum joined Sanford C. Bernstein & Co. Inc., New York, in the institutional marketing area, a newly created position. He formerly was a senior vice president in institutional marketing at Investment Advisers Inc., Minneapolis. IAI officials did not return calls regarding his replacement.

    Sabra Bartlett joined Alpha Partners as a principal, a new position.

    She will be responsible for marketing new product and research at the investment marketing firm that works with investment management firms in new business development and client retention.

    Previously, Ms. Bartlett was a principal at Scudder, Stevens & Clark Inc., New York, where she headed the sales and marketing for Scudder Insurance Asset Management.
