John Tobey has been named CIO at ICMA Retirement. Mr. Tobey, previously president of Investment Directions, publisher of the Closed-End Fund Investor newsletter, replaces Cynthia Hargadon, who left ICMA for the Stable Value Association in 1996.
ICMA also named Paul Gallagher as general counsel, a new position. Mr. Gallagher was previously assistant general counsel at The Vanguard Group.
Jon Lukomnik will join CDC Investment Management this spring, as a managing director in charge of business development and strategic planning, a new position, said a CDC official. Mr. Lukomnik, currently deputy comptroller for pensions for New York City, said he will leave that post May 1. He said a replacement for him at the Office of the Comptroller hasn't been named.
Sabra Bartlett joined Alpha Partners as a principal, a new position. She will be responsible for marketing new products and research at the marketing firm. She had been a principal at Scudder, Stevens & Clark, where she headed the sales and marketing for Scudder Insurance Asset Management
