Cathy Harrington will join the $970 million Austin (Texas) Employees' Retirement System as pension officer.
Ms. Harrington, who had been working in city government, was pension officer for the fund from 1987 through 1989, before the fund became independent of the city government. She replaces Merle Wilkins, who left the fund in March.
Deborah J. Sparks joined Puget Sound Energy Inc., Bellevue, Wash., as benefits manager, overseeing the company's $500 million employee retirement assets. She replaces Laverne Imori, who now is working on a computer information systems project.
Ms. Sparks was working on a special project on a contract basis for the past year for Catholic Healthcare West, San Francisco, and prior to that was manager of benefits there.
Kim Norris joined Mrs. Baird's Bakeries, Fort Worth, Texas, as treasury administrator, a new position.
Ms. Norris assumed some of Vice President-Administration P. Bradley Lummis' duties in overseeing the company's $100 million defined benefit plan.
Previously, she spent three years at Central Bank & Trust, working on asset liability and investment portfolios.
David C. Stewart and Douglas J. Lober were both named portfolio managers at Fidelity Investments, Boston.
On Nov. 1, Mr. Stewart will begin managing the Fidelity Emerging Markets Fund succeeding Richard Hazlewood, who will assume a position in Fidelity's U.S. equity research department. Previously, Mr. Stewart managed two off-shore emerging markets funds for Fidelity International Ltd., a sister company to Fidelity Investments.
Mr. Lober will be managing the Fidelity Select Paper & Forest Products Portfolio. He replaces Larry Rakers, who will remain the sector leader for the firm's natural resources equity research group and a portfolio manager of three other funds.
Mr. Lober had been a senior analyst at the firm.
Jeffrey D. Furber joined AEW Capital Management, Boston, as a managing director with responsibility for the firm's real estate securities and fixed-income activities. He replaces Clifford Brown, who left the firm earlier this year. Mr. Furber had been a managing director with Winthrop Financial Associates.
Also, Matthew Troxell and Robert Barringer were promoted to director and co-portfolio manager of AEW's REIT operations. They had been senior analysts within the group.
They take over for Jay Willoughby, who left to join New York-based Merrill Lynch.
Eugene F. Conway was appointed portfolio manager for Prime Property Fund, the $2.8 billion open-end real estate commingled fund sponsored by ERE Yarmouth, Atlanta, said a spokesman.
Mr. Conway, who was deputy portfolio manager, succeeds Harry D. Pierandri.
Mr. Pierandri, a senior executive vice president, will serve on ERE Yarmouth's executive committee and on PPF's strategic planning committee.
Karl H. Smith Jr. was named director of real estate with consultant Frank Russell Co., Tacoma, Wash., said a spokesman.
Mr. Smith formerly was a consultant with Institutional Property Consultants, San Diego.
He replaces John Koza, who left Frank Russell late last year to join The McMahan Group, San Francisco.
