The International City County Management Association drafted model legislation that would help government officials set up defined contribution plans for public employees. The legislation would allow benefits to be transferred to a new DC plan from the existing defined benefit plan. The amount to be transferred would be the ``actuarial service benefit'' as of the transfer date. It also could include the employee's share of any excess plan assets.
A resolution adopted by the executive board encourages the organization to work with state legislators, municipal leagues, county organizations and others ``to introduce and secure adoption of the legislation.''
