Brian Ross has been named assistant treasurer for Cincinnati Bell Inc. with responsibilities for overseeing the company's $1 billion pension fund. Mr. Ross was an assistant treasurer with Cincinnati-based United States Shoe Corp. At Cincinnati Bell, he replaces Len Haussler, who earlier had said he would be joining Geometry Asset Management. W. Humphrey Bogart, president and CEO of Fidelity Investments Southwest, will step down at the end of March. Mr. Bogart launched the division in 1983; now, he said, he plans to take some time off before pursuing other opportunities in the financial community. He will be succeeded by Mike Mlinac, senior vice president who oversees Fidelity's transfer agent operations in Dallas. Supervision of Fidelity's regional centers, previously handled by Mr. Bogart, will be assumed by John E. Murphy, Fidelity senior vice president in Boston
