H. Garth Dickey was named director of the $6 billion Indiana Public Employees' Retirement Fund, Indianapolis.
Mr. Dickey replaces Phillip N. Smith, who retired Aug. 1. Mr. Dickey previously was an independent investment banker based in New York, according to a fund spokeswoman. He was selected by Indiana Gov. Evan Bayh.
As part of a corporate realignment, Frank Russell Co., Tacoma, Wash., named D. Don Ezra managing director of investment policy and research, a new position responsible for money manager research and investment research and development.
Gloria D. Reeg moves from director of consulting to managing director of the consulting division, succeeding Mr. Ezra in overseeing 63 institutional clients in the United States and clients globally from seven offices. Marty Ryan, managing director, will now head direct sales worldwide for several subsidiaries, including Frank Russell Trust Co., Russell Data Services, Frank Russell Securities and Russell Business Engineering. Janice C. Harding, who was head of Russell's Zurich office, succeeds Mr. Ryan in becoming managing director of Russell Data Services, a division whose investment products and services include the Russell stock market indexes.
Eric A. Russell, who was a director with the defined contribution services and business strategy areas, was named managing director of Frank Russell Investment Management Co.
Randall P. Lert broadens his responsibilities to become chief investment officer with global responsibilities for the entire company, a new position. Mr. Lert was director of investments for investment management business for Frank Russell Trust and Frank Russell Investment.
Donald G. Berdine was named chief investment officer at PNC Bank, Pittsburgh. Mr. Berdine, who resigned as senior investment officer at NCNB Texas in the summer, will assume the chief investment officer duties of John Martin, senior vice president, who had been chief investment officer as well as head of PNC's private banking division.
Everett J. "Sam" Santos is joining Emerging Markets Partnership, Washington, as managing director and head of its Latin American group. He will head the firm's efforts to invest in infrastructure projects in Latin America. He was director of infrastructure investments at the International Finance Corp., Washington, where he has not yet been replaced, a spokeswoman said.
Citibank N.A., New York, hired Peter Meenan as head of global funds, a unit in its new investment products and distribution group. He will be responsible for the creation and administration of mutual funds sold and managed by Citibank around the world.
He was previously a managing director at Lehman Brothers Global Asset Management Inc., New York, which underwent a restructuring last year.
Boston Co. Asset Management, Boston, named Francis D. Antin vice chairman and chief operating officer, responsible for all sales and marketing functions. He replaces Michael Jones, who was among those who left to start Boston Partners Asset Management. Mr. Antin was director of marketing and product development at State Street Bank, Boston, where he has not been replaced yet.
Jennifer D. Harris was named pension and benefits director of the Government Finance Officers Association, Washington. She replaces Cathie G. Eitelberg, who joined The Segal Co. during the summer.
